SAO Financial Intelligence Tool · FY2020–2025

Financial pressure is real. The campus choice still needs evidence.

Concerning: General Fund sustainability −0.55%; General Fund reserve coverage 14.06 days against FIT’s 60-day benchmark; debt-service load 13.00% against a below-12% benchmark.

Cautionary: all-governmental fund balance fell 29.97% in 2025, concentrated in capital projects; annual-average enrollment fell 1.70%.

Important context: General Fund balance recovered in 2025, and three indicators are Good. Financing helped the balance recovery; capital spending and accounting changes require separate treatment.

None of these indicators identifies Moorlands for closure or quantifies the net savings from closing it. They support fiscal planning and a fair, costed comparison of alternatives. They do not establish that closing Moorlands is the best solution.
